OECD Appoints New Head of Transfer Pricing Unit

 The OECD’s Centre for Tax Policy and Administration (CTPA) is pleased to announce that Mr. Joseph Andrus has been appointed Head of the Transfer Pricing Unit within the CTPA’s Tax Treaty, Transfer Pricing and Financial Transactions Division. He will take up his position on 1st October 2011 following the departure of Ms. Caroline Silberztein.

Mr. Andrus, a US national, brings a wealth of experience to the position. Over the past two years, he has served as a consultant to the CTPA on a number of significant transfer pricing issues, including the current projects on the transfer pricing aspects of intangibles and the simplification of transfer pricing administration, as well as the transfer pricing-related work relevant to non-OECD economies. Prior to joining the CTPA as a consultant, he was a transfer pricing partner in the Boston office of PricewaterhouseCoopers LLP for ten years and practiced law with a major US law firm for more than 20 years. In the mid-1980s, he served as Deputy International Tax Counsel at the US Treasury Department where he was responsible for a range of international tax issues. He has litigated major transfer pricing cases and been involved in Advance Pricing Arrangement and competent authority negotiations in many countries around the world.

Mr. Andrus is a 1976 graduate of the University of Chicago Law School in the United States.
